The Rise of the Republic: The Path to ModernizationThe Rise of the Republic: The Path to Modernization

How Should a Nation Become Modern?

In the 1950s, a young republic has just begun its journey toward modernization, and its future is waiting to be shaped.

You are responsible for the development of the entire nation — from building cities and developing industry, to education, healthcare, political institutions, and social reform.

There is no predetermined path to success, and no fixed technology tree telling you what to do next. You must observe the results of your decisions and make your own choices as the economic and social environment continues to change.

Build a prosperous, free, and equal modern republic — or take the country down an entirely different path.

The nation you build will be shaped by your choices.

Build Growing Modern Cities

Start with small settlements and gradually build and expand your cities.

Plan commercial districts, office districts, industrial districts, as well as schools, universities, hospitals, and other public facilities. Bring people, businesses, and industries together as your cities continue to grow.

Cities are not static collections of buildings. They are constantly evolving economic and social spaces.

Build a Complete Economic System

From extracting natural resources, to industrial production, to consumer goods, build an economy capable of running on its own.

Businesses respond to market conditions by adjusting production, wages, investment, and expansion. Different cities exchange goods through markets and transportation networks, gradually connecting local economies into a larger national economic system.

Goods have real supply and demand, with prices that change over time.

You can see:

Where raw materials come from → Which transportation network they travel through → Which business receives them → What they produce → Where the output ultimately goes

The economy is not just a collection of abstract numbers. It is a system you can observe, understand, and intervene in.

Develop Transportation and Connect the National Market

Cities do not exist in isolation.

Build roads, railways, and other infrastructure to reduce transportation costs and connect markets across the country.

A remote region may have abundant natural resources but remain underdeveloped because of poor transportation. A new railway, however, could completely transform its economic future.

If you want a region to become prosperous, connect it first.

Choose How Your Economy Is Organized

Who should organize the economy?

Develop private enterprises, state-owned enterprises, and cooperatives, allowing different forms of economic organization to compete and develop within the same economic system.

Different forms of ownership are not simply bonuses or modifiers. They affect how businesses obtain capital, distribute income, invest, and expand production.

You can also gradually transform existing organizations, allowing the structure of the economy to evolve alongside your policies.

Build Education and Healthcare Systems

Modernization is about more than a higher GDP.

Build schools, universities, and healthcare facilities to improve education, skills, health, and living standards.

You can choose different ways to organize public services, including state-run or privately operated education and healthcare.

Education will eventually feed back into the economy, shaping the labor force, industrial structure, technological development, and society itself.

Decide How Your Republic Makes Political Decisions

How should political decisions be made?

Govern your country through different political systems.

Under a one-party system, you have greater freedom to choose national priorities and can pursue long-term development plans.

Under a multi-party system, different political forces put forward their own political agendas, with elections influencing the country's future.

A more direct democratic system gives the public a more direct role in deciding political issues.

Political systems are not simply different difficulty settings. They change your relationship with society and shape how the country develops.

Society Will React to Your Choices

The people are not a single number.

Education, income, equality, freedom, nationalism, attitudes toward labor, consumerism, and other social factors will change as the country develops.

Your policies may gain support — or provoke opposition.

Economic growth may raise living standards, but it can also create new social tensions.

Reforms may push society forward, but they can also cause severe disruption in the short term.

You cannot simply look at a policy in isolation. You must deal with the consequences it creates.

Face the Crises of Modernization

Modernization will not be a smooth journey.

You may face:

• Political crises

• Social division

• Labor movements

• Poverty

• Financial crises

• Debt crises

• Resource depletion

• Demographic problems

• Social disruption caused by AI automation

• Economic recessions

Every crisis may force you to reconsider the direction of your nation.

Enter the Age of Artificial Intelligence and Automation

As industrialization matures, artificial intelligence and automation become new forces of production.

Businesses can use AI to increase productivity, but automation can also transform employment, wages, educational needs, and the structure of society.

You must decide how your republic will respond to this new wave of technological change.

Will AI become the next engine of modernization — or the source of a new social crisis?

There Is No Predetermined Ideological Answer

The game will not tell you which system is inherently correct.

You can build a highly privatized economy, expand state ownership, develop cooperatives, expand individual freedoms, or strengthen regulation.

Capitalism, socialism, and other socioeconomic systems do not appear as simple ideological choices.

Instead, your institutional choices gradually produce consequences through businesses, markets, people, and society.

Observe the results. Understand the results. Then decide what to do next.

Make a Republic Truly Rise

In the end, you are not simply pursuing a fixed list of victory conditions.

You must confront a much larger question:

Where do you want to take this republic?

Economic prosperity, technological progress, education and health, social stability, political participation, freedom, and equality can all become part of modernization.

But they cannot always be achieved together with ease.

You must find your own path to modernization within the constraints of reality.

The future of the republic has no single correct answer.

The path to modernization is yours to choose.
