Welcome to the City of Rats!
Every Merchant has their own story, their own tricks, and their own way of doing business. Some play fair, some take risks, and some might have a little something hidden in their cart. Merchants must carry the city's goods through the gates, and every cart has to face the Inspector before it can enter. And don't expect every Inspector to be a good rat either. Coins can be very persuasive. Load your cart, declare your goods, bluff, negotiate, and do whatever it takes to make a profit
The real question is, Are You an Honest Merchant?
The Rule of Business!
A 2-8 player card game where you play as real Merchants and Inspectors, and being honest isn’t always the best way to do business. The player with the most coins at the end wins.
Here How you Deal:
Phase 1 - Resupply
The market is hungry for fresh goods, and your hand is probably terrible. Luckily, you may discard any number of cards once, then draw back up to a full hand—like restocking your stall before the city gates open. When you’re done blaming the supplier, press Ready.
Phase 2 - Pack Your Wagon
Packing 1-6 goods and load them into your wagon. Then declare one type of legal good.
You must tell the truth about the number of cards. What those cards actually are, however, is between you, your conscience, and the suspiciously heavy wagon.
Phase 3 - Inspection
The Inspector chooses what happens to each wagon:
Release it and let everything inside enter the city.
Inspect it and reveal every card.
Make a Deal because justice is important, but coins are also quite persuasive.
If the declaration was honest, the Inspector pays compensation. If forbidden or undeclared goods are found, the Merchant pays the penalty.
